Community Development in Tigard

We work with residents and businesses to preserve, enhance and develop a stronger and more connected community. Our work carries out the city’s vision, "Tigard: an equitable community that is walkable, healthy, and accessible to everyone" by:
  • Supporting land development that maximizes public health benefits while increasing connection between people and community destinations.
  • Focusing development-associated resources in parts of the city that can serve, house, employ, and attract the most people while causing the least impact on Tigard’s natural systems and the climate.
  • Supporting a balanced, diverse mix of business sectors and employment opportunities for Tigard residents.
  • Ensuring transportation investments and improvements are providing equitable benefits & impacts to the entire population.
  • Working to meet the housing needs of all community members by increasing housing opportunities for economically challenged households, including singles, young families, and older adults.
  • Building a resilient local economy in which residents’ health and the health of local businesses increase together.

Planning

Connecting people to the city and to each other by organizing and coordinating short and long- term growth activity. Working hand-in-hand with citizens and developers to imagine new districts and approve final development plans.  This division also oversees compliance with the community’s zoning, housing and nuisance codes. 

Building

Reviews residential and commercial building plans, issues building permits and inspects construction projects to certify compliance with state and local codes.  The division is managed by the building official and is comprised of plans examiners, inspectors, permit technicians and support staff.

Economic Development

Created in 2013 to cultivate the economic potential and resources of the community, this program creates and manages economic development opportunities to help attract, encourage and expand commercial investments in Tigard.

Redevelopment

This division oversees Tax Increment Financing (TIF) District projects and programs that focus on revitalizing downtown Tigard. Working mostly through public-private partnerships, this work focuses on transforming downtown into a gathering place for all of Tigard. 

Building Services

The Building Division reviews residential and commercial building plans, issues building permits and inspects construction projects to certify compliance with state and local codes. The division is managed by the building official and is comprised of plans examiners, inspectors, permit technicians and support staff.

Staff is available to complete permits, planning applications, and design reviews online, through email and by phone/voicemail. All phone calls will be sent directly to voicemail with calls returned from a restricted number.

Please submit your application materials at the Permit Center lobby, Mon-Thurs from 8 a.m - 5 p.m. Inspections will continue to be scheduled online.

We are pleased to offer online permit services, 24 hours a day, 7 days a week. Our online services allow you to apply for specific building permits*, pay permit fees, schedule inspections, submit code violation complaints or search permit and complaint records.

*Only valid licensed professionals may register for a user account and apply for the following permit types:

  • Commercial – Electrical
  • Commercial – Electrical Limited Energy
  • Residential – Electrical
  • Residential – Electrical Limited Energy
  • Residential – Mechanical
  • Residential – Plumbing 

Solar permits (structural and electrical) must be submitted together either in person or physically mailed in.

Carbon Responsible Community Development

Creating infrastructure that builds community and climate resilience. Energy use, mostly from the use of buildings and roads, makes up nearly 75% of worldwide greenhouse gas emissions.  In fact, buildings and transportation, along with industry, account for almost 60% of all worldwide GHG emissions. 

The Community Development department practices carbon responsible community development by importing best practices from the professional fields to which it’s connected, seeking new community development incentives and tools that reduce emissions, and partnering with internal and external groups to extend the reach and effect of climate forward practices

Code Compliance

Code enforcement officers maintain community safety and livability through effective enforcement of state and local codes. The city investigates reports of code violations only when a resident submits a code violation complaint.

How to Submit Code Complaints

Residents may submit a code violation complaint online, 24 hours a day, 7 days a week. To submit a code violation complaint, you will need to provide the following:

  • The type of code violation being reported
  • The address or parcel number of the property where the observed violation exists
  • Your contact information must be provided so we may contact you regarding the complaint.  
  • A description of the observed violation, including the location on the property (supporting documentation such as photos, maps, letters, illustrations, etc. may be helpful)

Submit Traffic Safety and Parking Concerns

Submit a traffic complaintincluding inoperable or abandoned vehicles, RVs, boats, and trailers.

Submit a Public Works Service Request

Submit a non-emergency service request, including debris blocking roadways, potholes, signage concerns, water quality issues.
