Council Goals 2025-2027

The Tigard City Council is committed to enhancing livability and ensuring a high quality of life for our community, fostering a thriving local economy with opportunities for current and future residents, and maintaining resilient, reliable city facilities and public spaces. 

We do this by embedding our values – including Community Engagement, Environmental Sustainability and Resilience, and Social Equity – in the work we do. We strive for Excellence, and in Tigard, we know we are better together!

Strategies that enhance our work in Community Engagement, Environmental Sustainability and Resilience, and Social Equity: 

GOAL 1: Create housing and economic opportunities for current and future residents

.    Strategy 1.1: Develop an inclusive housing strategy that increases the variety of housing types while balancing the infrastructure needs of the city

·      Strategy 1.2: Support housing in the entire Tigard community while addressing the regional crisis of homelessness

·      Strategy 1.3: Attract, retain, and grow a diverse and stable economic base that supports city revenues, needed goods and services, and jobs for community members

GOAL 2: Promote Tigard as a great place to live, work, and play

·   Strategy 2.1: Provide maintained natural areas and recreational facilities as well as access to opportunities that enhance the health and well-being of the community

·    Strategy 2.2: Invest in the safety, connectivity, and adequate maintenance of the transportation network; center vulnerable users in transportation investments

·    Strategy 2.3: Strengthen community safety

·    Strategy 2.4: Provide meaningful community connection

GOAL 3: Deliver resilient and well-maintained facilities that provide reliable services to community

·    Strategy 3.1: Plan for the future while managing current City facilities in a manner supporting sustainability, resilience, and fiscal stewardship

·    Strategy 3.2: Build a solid foundation for the future Police and Public Works facility, which will include a resilient Emergency Operations Center

Before colonization by European settlers, the Aftalati   inhabited the Tualatin Valley   in several hunter-gatherer villages including Chachimahiyuk ("Place of aromatic herbs"), near present-day Tigard. Primary food stuffs included deer, camas   root, fish, berries, elk, and various nuts. To encourage the growth of the camas plant and maintain a habitat beneficial to deer and elk, the group regularly burned the valley floor to discourage the growth of forests, a common practice among the   Kalapuya. Prior to contact with white explorers, traders, and missionaries, the Kalapuya population is believed to have numbered as many as 15,000 people.   Euro-Americans began arriving in the Atfalati's homeland in the early 19th century, and settlers in the 1840s.   City of Tigard – Historic Sites     Doriot Rider Log Home   Built in 1923 by H.G. and Delpha Doriot as a guest house for friends and family. Located at  14850 SW 132nd Terrace.       Durham Elementary School   Built in 1920, the school is associated with early pioneer and businessman Albert Durham. Located at  7980 SW Durham Rd, Tigard, OR 97224           Ye-Olde Windmill   Built in 1909 by Edward Christensen, the water tower stands as a visible testimonial to the surrounding land’s original agricultural use and to the Wood-Christensen families who lived and farmed there.
